You also need to fill out the online form on their official website. Just log onto www.bir.gov.ph and look for the form for Capital Gains Tax and Documentary Stamp Tax. Accomplishing the form, wait for an email with the Tax Return Receipt Confirmation subject line. Upon receiving this email, pay the fee at an authorized bank so you can get the CAR.
   
   
2. Proceed to the treasurer’s office in your municipal or city hall. Pay the transfer tax fee and get your Tax Clearance Certificate.
   
   
3. Submit the original documents from the BIR and the treasurer’s office to the Registry of Deeds. This new update is under the Land Titling Computerization Project of the Land Registration Authority as per LRA Circular No. 01-2026 issued on January 23, 2026.
